Asharqia Chamber presents its best greetings to you, and would like to inform you of the letter of the Saudi Ports Authority (No. 16/6/1993) dated 28/1/1440 AH, which referred to the letter of His Excellency the Governor of the General Authority of Customs No. (007006-40-184) and dated (16/1/1440) that is including the reference to the Convention on the organization of transit work between the Arab League countries and on the basis on clause (1) of Article IV of this Convention, which stated that transit transport shall be carried out by transport units that meet the conditions specified in Article 11 of the same Convention, and that such units are certified for the carriage of goods according to the customs seal system so that the customs seals can be placed simply and effectively with no possibility of removing or entering any goods to or from the sealed part without leaving clear traces of tampering or breach of customs seals.
Saudi Customs observed that trucks used by GCC States for transit did not meet the minimum transit conditions, a the sails and laces used in transport are very poor and do not achieve the minimum safe passage across the Kingdom's territory. As the Kingdom is considered one of the largest transit countries in the region, Saudi Customs observed during the last period of great exploitation of transit transport through its territory for the unloading and smuggling of prohibited and restricted materials through the exploitation of the facilities granted by this agreement and the non-compliance of transit trucks with the conditions and specifications stipulated in this agreement.
Therefore, the Saudi Customs will not permit the
passage of any cargo through the Kingdom unless it is loaded with sealed
containers that can be easily monitored during the crossing as of Sunday, 19
Muharram 1440 H (September 30, 2018.)
